New version of libde265 HEVC codec

Version 0.6 of libde265 HEVC has been released:

Changes to previous version:

• scaling lists
• long-term MC
• fixes for adaptive quantization
• many fixes, most conformance streams decode correctly now

 Known issues:

• WPP with multiple slices
• conformance streams LTRPSPS_A / RPS_C fail

If you previously installed the GStreamer plugin (and added the PPA to your APT sources), the library will be automatically updated when you update the packages in your system.
